Here is what Paiv is doing per Filing
Paiv is going from 25 Billion to 125 million In A/S this includes everything entailing the share Structure of Paiv including the Restricted Shares.
Notice it is a reverse split of the A/S which means ther will be no dilution. Most otc.ob do a reverse split of the O/S not the A/S.
This is very important and positive it being the A/S used.
Again no Dilution can occur.
Your Share Value will stay the same just less shares.
IMO this is a Very Positive move by PAIV Management, better for the Company and better for the Shareholder.
The 1st step has been taken in Filing with the state Of Nevada.
The second step is sending the paperwork to the NASD for appoval and then filing the 8K. My understanding is that this can happen at any time. The filing was done with Nevada on July 11, 2006.
The reason PAIV is doing this is to be listed on the Amex or Nasdaq exchange. By doing so there will be more interest in PAIV due to institutions and financing will be easier and at a better rate.
If you look at the Press release that PAIV issued it states that they Paiv the Company will be looking to move to a higher exchange . In an effort to prepare the Company for a plan to pursue a listing on NASDAQ or AMEX, the Company has commenced the implementation of an extensive corporate development plan.

The Amex and Nasdaq are more scrutinized by the SEC.
I also beleive a merger can happen down the road. Moving to a higher exchange could also put more pressure on the Legal and Illegal Shorters IMO.
